Solution:

The PDL file is the Developer's License. It is used when the Studio (aka DTK, SDK) product is installed. It can also be registered from a program group option. This license allows the use to create replication projects using the Designer (PRD) and generate replication rules (.rul files). A PDL file can specify advanced options to manage whether the generated rules can support schema change, specify file replication.

The PNL file is the Network License. It is used when the first site is activated to create a new replication network. Additional/replacement PNLs can also be registered (via the Controller) after a replication network is established. The PNL defines how many sites can participate in the replication network, along with constraints on those sites (database type, high/low availability).
