Error: Unable to open ASCII file is given when attempting a database import.

Summary:

Problem occurs when importing data using Data Interchange or Database Import.

Cause:

• The file being imported is either opened in another application (i.e. Excel)
• The file is set to Read-only.

Solution:

• Exit out of any running application using the file 
• Turn off the read-only property
