User Account Control (UAC) in a WAN environment needs to be manually disabled

Summary:

If you are seeing devices failing to load or timing out during the device loading in a WAN environment or permission issues that should have been eliminated by setting the UAC to Never Notify, you might need to manually disable it. 

Cause:

Disabling User Account Control (UAC) should be simple; open Control Panel -> User Accounts, click on Change User Account Control settings, select Never notify.

However, depending on the OS version and existence of a Domain (Active Directory) and Group policies in place you will need to disable it manually.  

Solution:

The solution is to set the HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System EnableLUA registry key to 0x00000000 as per the following MSDN article here. Change the DWORD value and reboot, UAC will be completely disabled.
